Here at West Suffolk Council we have a fantastic opportunity for an enthusiastic, confident and solutions focused Head of NNDR, Recovery and Enforcement to join our team based in Thetford. You will join us on a full time, permanent basis, working 37 hours per week, and in return you will receivea competitive salary of £54,613 rising to £61,616 per annum plus benefits package.

West Suffolk work collaboratively with other local authorities in Suffolk and Norfolk to form the Anglia Revenues Partnership (ARP).   Taking the very best from each partner to deliver the best services, the ARP is able to focus staff in becoming experts in their field to enhance the “Customer Journey” using digital services and automation.

Our Head of NNDR, Recovery and Enforcement will work closely with the Senior Management Team and the Head of the Anglia Revenues Partnership (ARP) in the administration of Revenues and Benefits services for five councils: Breckland Council, West Suffolk Council, East Cambridgeshire District Council, Fenland District Council and East Suffolk Council. You will also be required to work across all four offices including March, Lowestoft and Melton and attend council meetings at any of the five councils' premises.

What we are looking for in our ideal Head of NNDR, Recovery and Enforcement:

You will be instrumental in driving forward key priorities for Council Tax Recovery, National Non-Domestic Rates, Enforcement (including in-house Enforcement Agency, and Fraud and Compliance), and Housing Benefit Overpayment strategy on behalf of the partners and providing sound advice regarding the effective management of resources to facilitate outputs. You will have proven experience of managing change and transforming services, focused on developing and improving service delivery, customer journey and programme management.

A strong and effective communicator, you will be responsible for providing effective leadership and operational management to the team, ensuring that staff adopt the values and expected behaviours of ARP and deliver a high-performance culture.

An appropriate qualification such as IRRV and management qualification or well-established management experience is essential.  Project management qualification would be an advantage.
