The council is delivering nationally significant infrastructure projects in the energy sector, positively responding to the Government’s growth agenda by allocating and positively planning for significant residential development across the district and delivering significant employment opportunities. The work will include promoting and enhancing the Port of Felixstowe as well as supporting the regeneration of Lowestoft. Growth on this scale needs to be sensitively managed to ensure it is delivered with the best possible infrastructure in place and impacts fully mitigated.

Additionally, a significant proportion of the district sits within an Area of Outstanding Natural Beauty, adjacent to the Broads National Park and along a stunning coastline of pristine beaches and beautiful estuaries. Lowestoft is within a short distance of the historic, university city of Norwich, with Melton close to Ipswich and an hour’s train journey to London. No other district in the country is able to offer the successful candidates the quality of life, variety and breadth of planning opportunities and development in the country’s largest and newest district planning authority.

Based in our Major Sites and Infrastructure Team you will contribute to the Team’s responsibility for funding and delivering infrastructure in the District linked to housing and other growth. You will facilitate, track and monitor Section 106 legal agreements and Community Infrastructure Levy Liabilities linked to development proposals. In doing so you will provide a robust audit trail, monitor payments and budgets, ensure that agreements are fully implemented and, where necessary, instigate legal proceedings.

Ideally you will be qualified to degree level (or equivalent) in a related discipline, however, applicants with relevant experience will be considered. The ability to communicate and negotiate effectively and write and present clear reports and data are essential. Ideally you will have experience of dealing with legal documents and managing budgets hold a recognised and appropriate Planning or other appropriate qualification and/or be a Member of the Royal Town Planning Institute or other relevant body.
